All State Nomination Process

How does a speech entry receive All-State honors?

At least two judges at state contests would nominate the entry for All-State. Judges do not have to nominate any entries from the day, and often give a Division I ratings without nominating the entry for All-State. 

Sometimes there are nonperforming entries at All-State as well. There is a system in place to determine performing or nonperforming entries, which is explained on this pdf.
